At present the route is open, so people will be able to walk until Santiago. There are some restrictions in some areas of the camino, such as the closing time of restaurants or limits of people in closed spaces. On this website, you have the current situation: https://www.amcsantiago.com/dor limits of people in closed spaces e-nuevo-a-santiago-sin-restricciones-de-movilidad/

You should check the information next weeks, because it could be change.

Moreover, you must verify the limits on arriving to Spain from other countries, because Spain has access restrictions depending on the country of origin: http://www.exteriores.gob.es/embajadas/astana/es/embajada/serviciosconsulares/paginas/visados1010-1190.aspx

Remember that there are also other general regulations throughout the country, such as the use of a mandatory mask

On the route, not all the hostels are currently open, so you should check the information in advance, and reservations in advance are recommended, since beds are limited.

Hello Karlin. As other people said, if you are allowed to enter Sapin, you can walk the French Way with no problems, some friends of mine are doing it actually successfully.
But as it have been said the situation could change deppending on the COVID's evolution.
